Scrolling Google AdSense Ads

Recently, I came across something new in Google Ads. I saw some arrows at the bottom of the ads. This seems to be done in Ajax where a user can simply click on the arrows to change the ads. This looks pretty cool but according to me it will also give an option for the user to click low paying ads.

As we all know, high paying ads are displayed first on any page. A user scrolling ads can keep on scrolling and might click a low paying ad rather than a high paying which was published at the beginning by default. These are just assumptions and no one know what kind of ads will be displayed. I don’t think Google has ever officially claimed of showing high paying ads at the start of the page. If there is any such official message, please post the same in comments.
